This was after he winded up his speech after the debate of the Immigration Bill 2012.
Muala said while it was easy to state the need, it was not easy to meet that need.
"Not that I or the Government are daunted by the task," he said.
It is the reality our small least developed country is face with.
"We are nation of over 900 islands and to control those borders is complex and expensive," the MP for South Choiseul said.
"We have very decentralized populations and some of those populations are small," he said.
"And those remote and small populations have a reasonable expectations that the full range of Government services will be extended to them.
"This includes effective border controls, particular those that live along our borders including Western, Choiseul, Temotu and Malaita outer islands," Muala said.
He said so resources for border management must necessarily, and properly, competes with other services including health, education, roads, ports, communication etc.
"I do not believe that I should seek the level of funds that would see officers of the Immigration Division stationed at all the points of our country where they may be needed from time to time," he said.
Rather we have to look at cooperative arrangements that help us to spread the burden and make the best use of limited resources we have at hand.
I have in mind that other border agencies such as Customs, Quarantine and Police may all have a capacity to contribute to the wider border management tasks,Ó Muala said.
"This is why we have made provision to contribute to the wider border management tasks," he said.
"This is why we have made provision in the Immigration Bill 2012 for such officers to be designated as immigration geographic coverage.
"I also have in mind that we might involve the Heads of villages to assist us," he said.
"We need to establish a network of eye and ears for government agencies that provide the required geographic coverage.
"I have tasked my permanent secretary to sit down with his colleagues and work out how we take these ideas forward," Muala said.
He said this will not be achieved overnight but they have to make a start if they are to develop the border management capability that the country requires.
