Sir Allan made the comment after he realised that bills were not ready in time for Parliament deliberation.
However, chairman of Bills and Legislative Committee Manasseh Sogavare and chairman of Public Accounts Committee Douglas Ete blamed the Government for the delay of the bills.
Mr Sogavare said his committee had been waiting for four weeks before the bill arrived at their table.
Mr Ete said he just received a 2013 budget yesterday morning which gave him little time to scrutinise the relevant ministries.
But Prime Minister Gordon Darcy Lilo said the inadequacy was due to lack of capacity at the legal draftsman office.
Also, he said the Government Printers had been liquidated and Government has to rely on Private sectors to do the printing for them.
