Dr Sikua said if normal government protocols were adhered to the Ministry of Planning and Aid Coordination would have received and approved the $1 million project payment to the Gaena’alu Movement.
“As a matter of fact relevant officials from the Ministry of National Development Planning only learnt of the Gaena’alu Cultural Heritage Conservation Project after the media published a press statement from the government about the Prime Minister’s personal delivery of the project funding in cash to the Gaena’alu Movement along with photos of the presentation ceremony.”
The Opposition leader said he was surprised that Mr Tovosia had misconstrued his legitimate concerns about the breach of government financial protocols as being non supportive of rural people.
He said whilst he appreciates the NCRA Government’s Rural Advancement policy, it must comply with Government Financial Instructions and other relevant protocols in making project payments to the rural populace.
Dr Sikua said Government Financial Instructions are intended to support the efficient, effective and ethical use of state finances and other resources.
The Opposition leader meanwhile called on the Gaena’alu Movement to be cautious when dealing with the Prime Minister and Mr Tovosia, saying they may have some other hidden agendas behind the $1-Million cash payout.
