I see these people as aspiring entrepreneurs and they will continue because this is how they survive in the urban or cash economy.
Honiara City Council over the years have been trying to address this “problem” by using her by-laws to stop these men and women.
However, there are two sides to a coin so why does not the City Authority use its by-laws to be constructive rather destructive as has been the case for many years.
Read Lee Yuan Yu’s book “From the Third to the First World” about Singapore or send your advisers to seek help from him.
Singapore’s case when she became independent from Britain in late 1950s was worst than ours because of its huge population but they did it even without outside assistance in terms of finance.
