Twenty-two (22) police officers from across the Solomon Islands commenced a six-week Prosecutor Qualifying Course in Honiara, marking a significant step in strengthening the nation’s frontline legal capacity.
The course supported by Australian government was formally opened by Director of Public Prosecution (DPP) Andrew Kelesi, who delivered a keynote address urging participants to uphold fairness, courage and accountability.
“You are not here to win cases at all cost,” Kelesi said. “You are here to ensure that justice is served-fairly, transparently, and with courage.”
Kelesi emphasized the importance of ethical decision-making and the unique role of prosecutors play in safeguarding constitutional rights.
“Justice is more than punishment-it is about protecting the innocent and upholding the law,” he said.

Among those who are selected is Clifford Mark Sanguh, a Law graduate and a seasoned officer from North-East Guadalcanal.
Known for his commitment to community engagement and legal education, Sanguh brings deep local knowledge and investigative experience to court.
“I want to gain advocacy skills and learn how to interpret the law with the facts we collect from investigative officers,” Sanguh said.
“It is also about engaging the community-raising awareness so people can understand the consequences of committing offences.”
The course includes modules on evidence handling, courtroom procedure, victim support, ethical prosecution, with sessions led by experiences legal advisors.
Kelesi encouraged the officers to build strong relationships with investigators and victims, noting that trust and communication are essential to effective prosecution.
“You are entering a sacred space in our justice system,” he said.
“Let your service be marked with by truth, not fear.”
The Prosecutor Qualifying Course is part of broader efforts to professionalize legal practice and reinforce public confidence in the Solomon Islands Justice institutions.
