Ministry of Infrastructure Development (MID) successfully conducted a two-day retreat on September 18th–19th 2025.
This was to review and reflect on the current Corporate Plan 2021–2025 that will guide the ministry’s work programs and policies through this years’ remaining months, and laying the groundwork for the next five-year plan (2026–2030).
Patrick Reoka, MID’s Chief Planning Officer, emphasized that this review evaluates the achievements and lessons learned from the previous plan, allowing the ministry to realign and develop a forward-looking strategic framework for the coming years.
“This review is a window for our ministry to refocus on our past objectives, incorporate lessons learned, and develop a comprehensive new plan aligned with national priorities.
“It also takes into account the Government for National Unity and Transformation (GNUT) policies on infrastructure development, ensuring our strategies align with the National Development Strategies 2016–2035,” Mr. Reoka said.
During the retreat, participants examined policy directions, current challenges, priority areas, and the organizational structure of the ministry.

A key focus was the review of the action plan matrix across the four divisions—Corporate Services, Land Transport Management Service, Transport Infrastructure Management Service, and Architect and Building Management Service. It also included revisiting the ministry’s vision, mission, core strategies, and values.
Deputy Secretary for Corporate Affairs, Andrew Houlia, underscored the importance of strategic planning during the discussions.
“As a leading productive sector, effective planning is essential for setting clear goals, efficiently allocating resources, and enhancing service delivery to our country.”
In his closing remarks, Permanent Secretary Allan Lilia expressed appreciation to all divisional heads and staff for their active participation and valuable input during the retreat.
“I am confident that this revised plan will serve as a guide for implementing policies and programs in the coming years, ensuring the successful delivery of our services and meeting the expectations of the government and the people,” he stated.
The reviewed plan will be officially launched following its finalization. The retreat, held at the Padoga Conference Center, was attended by directors and senior staff from the four divisions within MID.
Next review of this corporate plan is scheduled for 2030, ensuring continuous alignment with national development goals and sector priorities.
