PARLIAMENT has been adjourned on Monday to allow a review of the Public Service Bill 2025.
Prime Minister Jeremiah Manele confirmed the adjournment in Parliament, saying the Attorney General’s Chambers, the Clerk’s Office, and the Ministry of Public Service need time to review the Bill in line with recommendations made by the Bills and Legislative Committee.
He said once the review is completed, Parliament will resume deliberations on the Bill in the Committee of the Whole House, where the Opposition and Independent Group will scrutinise its provisions.
The Bill’s key objectives include:
- Promoting a professional and responsive Public Service that supports government policies and delivers efficient, fair, and ethical services to citizens.
- Establishing a clear legal framework for organisation, structure, remuneration, and human resource management across government.
- Strengthening accountability and transparency through strong systems of oversight and ethical conduct.
- Defining the roles and responsibilities of key officeholders — including the Minister, the Public Service Commission, Permanent Secretaries, and Responsible Officers — to ensure clear leadership and accountability.
- Outlining the rights and obligations of public officers to ensure fairness, transparency, and respect for public trust.
- Promoting uniform employment and management practices based on merit, fairness, equality, and non-discrimination.
- Fostering continuous improvement and innovation within the Public Service through a culture of performance, learning, and excellence.
Minister of Public Service Francis Belande Sade said the Bill seeks to ensure that the Solomon Islands Public Service is “equipped to deliver quality services and effectively serve the people of Solomon Islands.”
