The Royal Solomon Island Police Force (RSIPF) has bid farewell to Solomon Island (SI) Commander under the RSIPF and AFP Police Partnership Program (RAPPP) Heath Davies.
The ceremony was held at Rove Police Headquarters on Friday 23 June 2025.
Commander Davies, who is also the Deputy Commissioner (DC) of the Solomons’ International Assistance Force (SIAF), took the leadership role as a Commander of RAPPP and DC of SIAF from 20 May 2022 to 25 June 2025.
RSIPF Commissioner Mr. Mostyn Mangau, in his brief remarks during a farewell morning tea, highlighted that Commander Davies played a pivotal role during the COVID-19 response era.
His coordination and organization during the COVID-19 pandemic are exceptional.
Commissioner Mangau said during the Pacific Games 2023 he was at the forefront providing professional and regional leadership, which inevitably was a landmark event that to this day is considered the most successful event to date.
Mr. Mangau commended Commander Davies as the SI Commander who provided outstanding leadership and resourced the RSIPF to ensure the joint election ran successfully.
Australia’s High Commissioner to Solomon Islands, His Excellency Rod Hilton, said in his remarks that the COVID-19 pandemic is a proud moment to stand alongside RSIPF officers who showed incredible dedication and courage.
Commissioner Hilton said assisting the RSIPF during the Pacific Games in the security planning and coordination for the successful hosting is a landmark event that showcased Solomon Islands’ professionalism and regional leadership.
This event is widely regarded as the most successful Pacific Games to date.
Mr. Hilton said the 2024 National General Election was the first time there were two elections at once, which I am proud to have helped RSIPF ensure a peaceful and secure environment for voters across the country. This is a true testament to the growing capacity and capability of the RSIPF.
“Ongoing genuine partnership between the RSIPF and RAPPP with our police-to-police partnership program is the model for leadership programs across the Pacific, as it is a program that is for police and by police,” said High Commissioner Hilton.
He said, “We are not only adapting to an ever-evolving threat of crime in SI and Australia, but together we are leading a collaborative approach to policing across the Pacific.
The outgoing SI Commander under the RSIPF and AFP Police Partnership Program (RAPPP), Heath Davies, in his remarks said, leading safe, secure, and successful Pacific Games 2023 and the joint National General Election with RSIPF is an achievement.
Commander Davies said developing and implementing the RAPPP with RSIPF and working ‘shoulder to shoulder’ on operations and community policing with RSIPF colleagues over multiple deployments to SI has gotten to know almost everyone and developed close working relationships with RSIPF colleagues is a big achievement.
Commander Davies, during the program, also received a certificate of appreciation and an international law enforcement cooperation medal presented by the RSIPF Commissioner.
