THE Minister of Forestry and Research, Makario Tagini has emphasised the need for the introduction of a comprehensive legislation to govern the implementation of the new federal system.
Minister Tagini was contributing to the debate on the Constitution (Amendment) (Constituent Assembly Sitting) Bill 2024.
He asserted that developing a robust legal structure is essential to ensure that the transition to federal states is smooth and effective.
“I believe we must pass a law that governs the processes and existing strategies before we become federal states. This law will outline the requirements and conditions necessary for our new governance model,” he said.
Minister Tagini added that such legislation is not merely a formality, but a critical step towards establishing clarity and accountability in the federal system.
“We must have a legislation that clearly states what needs to be done and what conditions should be met prior to our transition.
‘’I believe we must have a legal framework passed by parliament to clearly state what to do and what conditions we must meet before we become states.
“The proposed act would address key concerns regarding the power dynamics between the federal and state governments, fiscal responsibilities and the allocation of resources. It should be aimed at ensuring that all regions are adequately prepared to operate under the new system, while also maintaining coherence across the nation,” he added.
The MP for Baegu-Asifola Constituency in Malaita Province and lawyer by profession highlighted that commitment to a well-structured transition that prioritises the principles of governance, transparency, and community involvement in the new federal framework is crucial as the country prepares for this significant constitutional change.
His contribution to the debate on the crucial bill reflects a growing consensus amongst Parliamentarians about the importance of setting legal precedence that will facilitate the federal system process.
