In recent weeks, there has been wide public discussion about the management of our nation’s sufferance wharves and the private international port, Leeroy Wharf.
Part of this discussion relates to the former Minister’s directive to the Acting Comptroller to suspend all sufferance wharves except Leeroy Wharf.
I welcome this interest, as these facilities are vital to our economy, transport system, and national security. It is important that Solomon Islanders understand how these matters are being addressed.
Sufferance wharves operate under the Customs and Excise Act, which provides the legal framework for unloading and loading goods.
Under this Act, the Comptroller has the discretion to appoint sufferance wharves. Any future decisions will be guided by evidence, proper procedures, and the best interests of the country.
In line with the constitutional principle of collective responsibility, Cabinet decisions must be complied with and implemented.
In June 2025, Cabinet approved the establishment of a Special Committee Taskforce to review the operations of the sufferance wharves and Leeroy Wharf.
However, the Taskforce was only formally established on 8 September by the newly appointed Minister, who at the same time revoked the earlier suspension of the sufferance wharves.
Normal operations have therefore resumed while the review is underway. The Taskforce’s mandate is to advise the government on matters of trade, revenue, and national security, with particular attention to growing concerns about illicit drugs.
Questions may have been raised regarding remarks I made about the reshuffle of the former Finance Minister and comments by the new Finance Minister.
To clarify, ministerial reshuffles are also the prerogative of the Prime Minister. While public statements may vary in style, the government’s position remains consistent.
I remain committed to ensuring that sufferance wharves and Leeroy Wharf operate in a manner that supports trade, protects national security and complies with legal requirements.
