Dear Editor – I, Chief John Koloko, a traditional leader of Birao Ward, East Guadalcanal, wish to publicly express my deep concern and strong objection regarding the recent decision by the Ministry of Mines, Energy and Rural Electrification to grant a Prospecting Licence to Powerplus Pacific Mining Limited over our customary land in Birao.
This licence has reportedly been issued without the knowledge, consultation, or consent of the rightful customary landowners, and without the proper execution of a legally binding Surface Access Agreement (SAA) between the company and the landowners of Birao Ward.
Under Solomon Islands law and established practice, no company should be allowed to enter, conduct surveys, or undertake prospecting activities on customary land without first obtaining the free, prior, and informed consent of landowners through a properly negotiated Surface Access Agreement.
This process is not a mere formality — it is a fundamental protection of our land rights, our heritage, and our future.
Our land is not vacant land. It is ancestral land passed down through generations. It sustains our families, our culture, and our identity.
Any attempt to bypass landowners in granting prospecting rights undermines the principles of respect, transparency, and lawful procedure.
We therefore call upon:
- The Ministry to immediately clarify the basis upon which this licence was granted.
- The suspension of any prospecting activities until proper consultation is conducted.
- Full engagement with the recognized customary landowners of Birao Ward in accordance with the law.
Let it be made clear: We will remain vigilant. We will not allow our land to be accessed or utilized without our consent.
We do not want our land to be taken or controlled by foreign interests without proper agreement and respect for our people.
Development must be done properly, lawfully, and with the full participation of landowners — not imposed upon us.
We stand united in protecting our land for our children and future generations.
