Tenatui and Kapinaovu in northeast Guadalcanal launched their community bylaw on 27 November 2025.
The launching of the community bylaw came about after months of consultation with Homes of Peace and Empowerment (HOPE) Trust in collaboration with the Royal Solomon Islands Police Force (RSIPF) and other stakeholders.
The RSIPF Officer, Senior Police Constable (PC) Joel Saumanu from the National Crime Prevention Department (NCPD), formally declared the community bylaw, which was witnessed by the two communities, Tenatui and Kapinaovu.
During the launching, a high-level delegation from HOPE Trust and the New Zealand High Commissioner were present and witnessed the program. The Solomon Island Police Support Programme (SIPSP) and officers of the RSIPF also witness the bylaw launching program.

RSIPF Officer and Senior Constable Joel Saumanu from the National Crime Prevention Department (NCPD) in his remarks said, “It is both a privilege and a pleasure to stand before you as we embark on an exciting new chapter for our community today.
“We are gathered to launch our new bylaws, a framework designed not only to enhance our collective well-being but also to foster a spirit of cooperation, understanding, and mutual respect.”
PC Saumanu said the bylaws are rules that govern the conduct of our community. They are not merely a set of restrictions but a roadmap guiding us towards a shared vision of our neighborhood—a vision of safety, inclusivity, and prosperity.
These bylaws represent our commitment to creating an environment where everyone feels valued and empowered.
Senior officer Saumanu said these bylaws won’t just provide rules; they will create a culture of belonging. They will reinforce our commitment to inclusivity, ensuring that every voice is heard and respected.

Together, we will build a community where everyone can thrive—a place where our children can grow up feeling safe and supported.
“I encourage each and every one of you to take an active role in the implementation of the bylaw. Engage in community discussions, provide feedback, and hold each other accountable. Remember, these bylaws are only as strong as our collective commitment to uphold them. Our community is what we make it,” said Mr. Saumanu.
