THE Western Provincial Government (WPG) has voiced its deep concern over its declining financial autonomy and heavy dependence on conditional grants from the National Government, warning that the situation is undermining service delivery and local development.
Speaking during the Provincial Public Accounts Committee (PPAC) session during the second day of the Assembly Meeting in Gizo, Committee Chair Hon. Opportunity Kuku said the province’s weakening financial position has reduced the government to “mere agents of key problems” within the public service system.
According to the PPAC report, the Western Provincial Government “does not exercise the limited powers that were envisaged under current legislations, regulations, and ordinances.”
The report further noted that the province’s ability to plan and implement development programs has been severely constrained by its “inability to raise local revenue or access non-conditional financing from the National Government.”
The committee also highlighted the challenges posed by a complex grant system that continues to dictate the province’s spending priorities.
It cited the Provincial Capacity Development Fund (PCDF) as a clear example, describing it as “a real illustration… with its minimum conditions,” that limit flexibility in addressing local needs.
Despite these financial setbacks, the committee expressed optimism for the future. Hon. Kuku said the province remains confident that improvements can be made through the appointment of competent and qualified staff, particularly in the areas of Planning and Finance.
He also commended the legal and administrative officers who have contributed to strengthening provincial systems, adding that their continued efforts will help unlock Western Province’s revenue potential.
“We give incentive where it is due, and enforce what powers we have to our advancement,” Hon. Kuku stated.
He reaffirmed that enhancing local revenue collection remains a key priority moving forward, noting that improvements in this area could lead to a more favourable fiscal outcome for the 2025/2026 financial year.
