Prime Minister (PM) Jeremiah Manele joined the people of Western Province this morning – Monday 8th December to mark the 42nd anniversary of the Second Appointed Day in Seghe, Marovo Western Province, reaffirming his commitment to the province’s continued development and highlighting the government’s support for crucial reforms.
In his address, PM Manele acknowledged the significant role Western Province plays as a cornerstone of local governance, emphasizing its vital contribution to the broader national framework.
“It is an honor to be here with the people of Western Province on such a meaningful day,” PM Manele said, underscoring the province’s importance in the country’s governance and development.
The Prime Minister addressed the need for comprehensive reforms to the existing legal and governance structures between the National Government and provincial governments.
He highlighted that the Provincial Government Act (PGA) of 1997 requires substantial revision, and work is already underway to tackle this.
An amendment to the PGA, which has already been cleared by the Attorney General’s Department, is expected to be presented to the Cabinet later this month.
PM Manele also outlined plans for broader governance reforms aimed at devolving more powers to provincial governments, with a new Revenue Sharing Scheme set to be discussed by Cabinet in early 2026.
On the topic of Constituency Development Funds (CDFs), PM Manele addressed the proposal by the Western Provincial Government to integrate CDF elements into the Provincial Capacity Development Funds (PCDFs) through legal reforms.
While the proposal is deemed feasible, he noted that fiscal decentralization in the Solomon Islands presents complexities that need careful consideration. Progress on merging the CDF and PCDF remains slow, but PM Manele assured that the government is exploring all avenues for advancement.
The Prime Minister (PM) tied the theme of this year’s anniversary, “Inclusive Development through Community Partnerships,” to his government’s broader policy goals.
He emphasized that real development is driven by collaboration at all levels: local, provincial, and national.
PM Manele outlined four key pillars guiding the Government for National Unity and Transformation (GNUT);
– Unity and Stability: Promoting an inclusive, peaceful, and stable society.
– Economic Transformation: Fostering sustainable economic growth through key sectors such as agriculture, fisheries, tourism, and mining.
– Infrastructure Development: Investing in modern infrastructure to enhance connectivity and support economic activities.
– Human Capital Development: Strengthening education, healthcare, and skills development to equip the workforce for the future.
PM Manele led a high level delegation to the celebration.
Hundreds of people from around Marovo converged into Seghe to witness the celebration.
